The advance in footfall seen at the end of October was more than reversed in the past week, with retail parks particularly hard hit.
Non-food retail footfall dropped by 19.1% compared with 2019 in the week to 6 November. This compares with a drop of 13.8% a week earlier.
High streets saw footfall 17.6% lower (-12.4%), retail parks were down 15.3% (-9.2%) and shopping centres were 19.4% lower (-14.8%), according to the Ipsos Retail Traffic Index.
London and the south east of England experienced the smallest decline for the second successive week at -17.8% (-10.5%).
