Retail parks were again the best performing retail venue last week.
Non-food retail footfall was 15.5% lower than 2019 for retail parks in the week to 20 March, according to the Ipsos Retail Traffic Index.
This compares with -20.5% for shopping centres and -22.5% for high streets.
Overall footfall was down 21.5%.
Towns saw a better performance than cities while the north of England again saw the best level of footfall compared with 2019.
